PROBLEM TO BE SOLVED: To provide a distributed access control system and method, by which loads can and efficiently be distributed and reduced in timewise. SOLUTION: The distributed access control system controls communication on a network. The system is provided with a means receiving the issue request of access right for accessing a specified server on the network from the portable electronic unit terminal through the network and an access right issuing means issuing access right which is requested to be issued to the portable electronic unit terminal through the network.
