PROBLEM TO BE SOLVED: To minimize a necessary number of network segments by supporting the plurality of kinds of transmission packet formats in the same communication port. SOLUTION: A packet format table indicating the corresponding relation of an address and a packet format is prepared. A packet generating mechanism capsules transmission data programs, and generates a transmission packet based on the acquired packet format information by referring to the packet format table. A packet transmitting mechanism transmits the generated packet to a network.
