PROBLEM TO BE SOLVED: To realize a layout in which a part violating the crosstalk rule is reduced while taking account of crosstalk wiring. SOLUTION: The semiconductor device comprises a plurality of standard cells 2, and a field cell 6 having a plurality of wiring block metals arranged for the wiring pitch in the preferential wiring direction of standard cell system. When the plurality of standard cells are placed automatically and the field cell is buried in the gap, a long metal wiring running in parallel with the preferential wiring direction with the field cell 6 being inserted is broken in auto placement and routing and the wiring layer is switched.
