PROBLEM TO BE SOLVED: To achieve smooth application free from uneven application by dis charging the thermal expansion of an air layer due to heating to the air and to seal releasing oil in an oil application roller using a hollow cylindrical com pact whose both ends are sealed by flanges as a roller material. SOLUTION: In the oil application roller constituted by forming an oil application layer 3 on the outer periphery of an oil holding member 2 consisting of the hollow cylindrical porous compact whose both ends are sealed by the flanges 14 and capable of supplying releasing oil 6 filled in the hollow part 5 of the member 2 to a fixing roller, the hollow part 5 holds the oil 6 while leaving an air layer in its inside, each flange 14 is provided with at least two releasing oil sealing type pressure relief valves 17, at least one of the valves 17 comes into contact with the air layer, and the other valve 17 comes into contact with the oil layer.
