PROBLEM TO BE SOLVED: To provide a device which has a high utilization factor of water, can continuously treat a large quantity of raw water, unnecessitates a complicated operation, does not cause a problem of environmental pollution, etc., and can produce desalted water with a high efficiency and to provide a method of producing the desalted water using the device. SOLUTION: This desalting device is provided with a reverse osmosis membrane device, a line which supplies raw water to the reverse osmosis membrane device, a line which takes out permeated water which flows out of the reverse osmosis membrane device, a liquid passage type electric double layer capacitor, a line which supplies the concentrated water discharged from the reverse osmosis membrane device to the liquid passage type electric double layer capacitor and a line which supplies the water which is treated by the liquid passage type electric double layer capacitor to the reverse osmosis membrane device. Further, this method for producing desalted water is characterized in that the raw water is allowed to pass through the reverse osmosis membrane device, the permeated water is taken out, the concentrated water which is discharged from the reverse osmosis membrane device is treated by the liquid passage type electric double layer capacitor and is supplied to the reverse osmosis membrane device.
