PROBLEM TO BE SOLVED: To provide an apparatus having a simple structure, capable of cutting the root of an Welsh onion and removing its skin in a serial operation, and generating little undesired sound. SOLUTION: In a root cutting part 200, the root part N1 of a Welsh onion N is allowed to bump against a bumper board 230, and the root part N1 is cut with a moving knife-shaped cutter 210. Subsequently, the Welsh onion N is placed in a dent part 310 of a skin removing part 300, the cover is closed, and air is ejected from an air nozzle 350 to peel the skin. When viewed from above, the bumper board is inclined against the moving surface C of the cutter, and plural guiding parts 221, 222, 223 different from each other in the bumping positions where the root parts of Welsh onions bump the bumper board are placed. The cover opens to the side of the root cutting part 200.
