PROBLEM TO BE SOLVED: To make information open to the public or protect the privacy according to the policy of each owner by controlling access to member information by owners of information. SOLUTION: An electronic market provider 120 registers information (open policy information K3) for controlling participant's access by information kinds in the member information K1 composed of information on participants of an electronic market, contract information among the participants, information on provided services, etc., and determines owners by the information kinds. Information (open rule information K4) for controlling access to the member information that the owners manage and possess is registered by the owners. At a request to update or inquire the member information, it is decided whether the member information can be updated or referred to by referring to the open policy information and open rule information.
