PROBLEM TO BE SOLVED: To enable even a person having difficulty in vocalization or hearing to use an Internet function of a mobile terminal to transmit emergency information by a mail at a necessary place at necessary time. SOLUTION: In this system, an informing person terminal 4 registers personal information, a mail address and the mobile terminal used for the emergency information to a center 1 (S1). When an emergency situation occurs, the informing person terminal 4 inputs a fixed message to a title and transmits the emergency informing mail to the center 1 (S2). When the address of the received mail is registered, the center 1 acquires present position information from a mobile body network 5 with a telephone number of the mobile terminal as a key (S3), selects a mail address of a police terminal 2 (a fire terminal 3) of a proper district, adds the personal information and a present position of the informing person terminal 4 to the head of a mail body from the informing person terminal 4, and transfers the emergency information to the police terminal 2 (the fire terminal 3) (S4). The police terminal 2 (the fire terminal 3) receiving the emergency information executes a proper call request based on the information of the emergency information (S5).
