PURPOSE: Provided are a base composition for blocking ultraviolet rays and a cosmetics containing the same. The composition has no gelation, gives pleasant feeling in use and blocks ultraviolet rays excellently. CONSTITUTION: In the composition containing titan dioxide microparticles, a dispersing medium and a dispersing agent, the titan dioxide microparticle is coated with alkyltriethoxysilane of the formula(1) and the coated titan dioxide microparticle is dispersed into a nano sized particle. In the formula(1), R1 is C3-C22 alkyl, and R2 is C1-C22 alkyl.
