PROBLEM TO BE SOLVED: To improve amenity and save energy by switching heating operation and heater capacity before or during bathing according to the presence or absence of a person or the position in a bathroom. SOLUTION: Before taking a bath, a circulation fan 4 is strongly operated, air in the bathroom 1 is sucked from an inlet 7 and is heated by a sheathed heater, and warm air is blown out of an air supply opening 8 into the bathroom 1. When a person enters the bathroom 1 and a human body position detection sensor 20 detects the person's body, the circulation fan 4 and the sheathed heater are turned off, a quarts heater 5 is turned on, and radiation heat is radiated from the air supply opening 8 into space in the bathroom 1. When the person exits the bathroom 1 and the human body position detection sensor 20 detects the no human bodies are present in the bathroom 1, the quarts heater 5 is turned off immediately, the circulation fan 4 is subjected to delayed operation for fixed time until the temperature of the quarts heater 5 decreases, and the operation is stopped.
