PROBLEM TO BE SOLVED: To solve the problems such as the deterioration of paper and substrate paper strengths of a paper sheet having an adhesive potentiality, paper and, paper substrate breakage, and the peeling of the adhesive layer, when the paper sheet is wetted with rain or water or stored in a high humidity. SOLUTION: This paper sheet having an adhesive potentiality is characterized by adding polyethylene glycol having an average mol.wt, of 100 to 450 to the adhesive in solid contents of 1 to 80 pts.wt. per 100 pts.wt. of the non-peeling pressure-sensitive adhesive of the adhesive layer and further forming a water- repelling agent layer between the paper base material and the adhesive layer.
