PROBLEM TO BE SOLVED: To prevent erroneous release of a spring clutch by torque fluctuation of a camshaft side and enhance stability and reliability of valve timing control. SOLUTION: Energizing springs 18 and 18 are provided between locking pins 17 and 17 of a carrier 10 side and spring hooking parts 16E and 16E of an unlocking lever 16. A lever part 16D of the unlocking lever 16 is continuously energized toward a non-release side of the spring clutch (a latch part 14B) and an arrow A direction by the energizing springs 18. By this, affect of the torque fluctuation on the camshaft side to the unlocking lever 16 is suppressed, and erroneous release of a rotation constraint on a spark advance side by the spring clutch as a result of torque fluctuation is prevented.
