PROBLEM TO BE SOLVED: To provide a foundation having a skin color development effect excellent in bright transparency. SOLUTION: Disclosed are a foundation containing components (a) comprising a plate-like powder coated with an organic red pigment, (b) comprising a plate- like powder coated with an organic yellow pigment and (c) comprising a plate- like powder coated with an organic blue pigment, a foundation containing the components (a) to (c) so that the mass ratio of the organic red pigment, the organic yellow pigment and the organic blue pigment is 1:2:1 to 4:10:1, a foundation in which average particle sizes of the powders of the components (a) to (c)are each 5-100μm, a foundation in which the powders of the components (a) to (c) are each coated with a fluorine compound, and furthermore a foundation in which component (d) Bengal and component (e) yellow iron oxide are included, the component (a) is included so that the mass ratio of the organic red pigment and the component (d) is 1: 5 to 1:50, and the component (b) is included so that the mass ratio of the organic yellow pigment and the component (b) is 1:20 to 1:200.
