PROBLEM TO BE SOLVED: To provide a rotary powder compressing and forming machine capable of adjusting the quantity of powder to fill a mortar. SOLUTION: The machine is provided with a guide mechanism L which is fitted to a rotating panel 3 in a vertically movable state and guides a lower rod so as to surround the lower end part of the lower rod 6 in order to adjust the quantity of the powder to fill mortar 4, a vertically movable mechanism F arranged at a frame in the state of being freely attachable and detachable to/from the guide mechanism to move the guide mechanism vertically, and a drive mechanism MF for driving the vertically movable mechanism so as to move the guide mechanism abutted on the vertically movable mechanism.
