PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor capable of reproducing a high resolution image in high density recording and excellent also in stability in repetitive use and to provide a high quality image forming method using the photoreceptor and an electrophotographic device. SOLUTION: An image is formed by digital exposure at >=1,200 dpi or >=2,000 dpi scanning density on the electrophotographic photoreceptor having a photosensitive layer 5 containing an organic electric charge generating material and/or an organic electric charge transporting material and/or an organic binder and a fluororesin on an electrically conductive substrate 1. The electric capacity C of the photosensitive layer 5 is >=125 pF/cm<2> and the thickness (d) of the photosensitive layer is >=25μm, or [the electric capacity C (pF/cm<2> )]×[the thickness (d) (μm)]>=3,100 and 18 )]×[the thickness (d) (μm)]>=3,100 and 12<=d<=18.
