PROBLEM TO BE SOLVED: To provide a liquid developer and an image forming method to dissolve surface staining and by which high image density is obtained. SOLUTION: The liquid developer exists within a range that ratio of a dielectric constant in 0.1 Hz to a dielectric constant in 1 kHz is 1 to 1.5. In addition, phase difference with an AC power source when an AC impedance in 0.4 kHz on a condition of toner concentration of 3 mass % is measured is <=60 degrees. In addition, when an equivalent circuit in which two sets of serial components of resistor and capacitor are arranged in parallel is approximated from a measurement result of the AC impedance, a larger value among values obtained by multiplying a calculation value of the serial components of the resistors and capacitors in the respective sets is <=5. In addition, field intensity by which the measurement values become discontinuous when voltage scan is performed is <=5×10<5> volt/m in measurement of the AC impedance of frequency of 0.5 Hz.
