PROBLEM TO BE SOLVED: To provide a method and an apparatus for manufacturing a wiring board and a method for manufacturing a liquid crystal element which can prevent a polymer material from outside protruding. SOLUTION: In a pressing process of a UV cured resin 5 for flatly filling between metal electrodes 3 on a glass substrate 2, a smoothing plate 1 is positioned in a position corresponding to a region L to be flatly filled with the UV cured resin 5 on the glass substrate 2 by positioning jigs 59a, 59b. Since a size of the smoothing plate 1 is larger than the region L to be flatly filled with the UV cured resin 5 on the glass substrate 2 and smaller than the glass substrate 2 and a pressed area by moving rollers 51a, 51b is larger than the region L to be flatly filled with the UV cured resin 5 on the glass substrate 2 and smaller than the glass substrate 2, the excess UV cured resin 5 protruding from a gap between the smoothing plate 1 and the glass substrate 2 does not go outside the glass substrate 2 and members of the manufacturing apparatus can be prevented from contamination.
