PROBLEM TO BE SOLVED: To provide a valve device for controlling exhaust emission capable of reducing the number of parts and mounting man-hour required for mounting of an internal combustion engine on an exhaust system by integrating an AI valve of an air injection system and an EGR valve of an exhaust gas recirculating device. SOLUTION: This valve device for controlling exhaust emission integrates the EGR valve(EGRV) of an exhaust gas recirculating system for recirculating exhaust gas of the internal combustion engine to an intake pipe and the AI valve(AIV) of the air injection system for discharging secondary air within an exhaust pipe of the internal combustion engine. A valve passage 2 disposing a valve element 11 of the EGR valve is formed within a valve housing 1. At both ends of the valve passage 2, a first port 5 connected with the intake pipe and a second port 4 connected with the exhaust pipe are provided. An outlet port 3 of the AI valve is communicated/connected with the second port 4 side from the valve element 11 of the valve passage 2 within the valve housing 1.
