PROBLEM TO BE SOLVED: To provide an application apparatus which is able to make an applica tion of a powdered matter to the outside surface of a cylindrical material to be treated without adhesion of the powdered matter inside of the cylinder. SOLUTION: An application apparatus 10 has a container to accommodate a powdered matter 70 and a closing measure of an opening fitted a spherical closing member 21 at one end of a stick shaped spring 22. The powdered matter 70 going up in a rising area 13 of the container always runs over an overflow brim 12a (in direction of an arrow) and the upper surface of the powdered matter is constantly maintained accordingly. When a cylindrical material 60 to be treated is put in the powdered matter 70, the spherical closing member 21 closes an opening 61 and during the insertion into the powdered matter 70 the masking is maintained as the opening is closed. At this time the stick shaped spring 22 provided extendedly in the horizontal direction is bent and due to this elastic repulsion the contact of the closing member 21 against the opening 61 is maintained.
