PROBLEM TO BE SOLVED: To provide a cushioning member, that can reduce the size of a solenoid by reducing the impulsive striking sounds between a movable iron core and a fixed iron core, using a spring having a relatively weak spring force, and to provide a method of manufacturing the member. SOLUTION: This cushioning member 10 is provided between the flange 22 of the movable iron core 20 and the front plate 31 of a body 30 of the solenoid and reduces the impulse striking sounds between the movable iron core 20 and the fixed iron core 33 of the body 30; and the member 10 has a ring section 11, which is formed continuous in the peripheral direction and put on the movable iron core 20 and fin-like projecting sections 12, which are intermittently provided in the peripheral direction on the ring section 11 and protruded toward the body 30, on the outside of the outside diameter section 11b of the ring section 11 in the radial direction; and the method is used for manufacturing the cushioning member.
