PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor where the reproducibility of dots generated in a higher-speed and higher-resolution electrophotographic process is not deteriorated and whose potential variation due to endurance does not get worse, and a process cartridge and an electrophotographic device. SOLUTION: This electrophotographic photoreceptor is used on an electrophotographic process condition that R>=1200 and R×r>=1.9×10<3> when resolution in the electrophotographic process is defined as R (dpi) and the revolving speed of the electrophotographic photoreceptor is defined as r (rotation/ second). The sensitive body is provided with a photoreceptive layer on a conductive supporting body and the contact angle of the surface of the photoreceptive layer to pure water is >=100 deg.. Thus, the electrophotographic photoreceptor, and the process cartridge and the electrophotographic device having the electrophotographic photoreceptor are provided.
