PROBLEM TO BE SOLVED: To provide an image processor and an image processing method, and an image processing system capable of realizing the efficient distribution of a moving image using simple design. SOLUTION: When a plurality of image data are received by an image processor 100 (step S301), the levels of change among these images are calculated (step S302). Then, whether the image is a moving image is determined, based on the calculated level of change of the images and a set value (step S303); and when it is determined that the image is a moving image, the plural received image data are transmitted to video telephone equipment 109 or an outside image terminal 108 (step S305). When it is determined that the level of change does not satisfy reference value, one still image is segmented from the received data (step S304), and the static image is transmitted (step S305). |
