PROBLEM TO BE SOLVED: To prepare a work plan in order to allow purchase of materials and equipment at low prices using multi-lot ordering while shortening inventory terms for the equipment and materials in a factory as much as possible. SOLUTION: Information how extent a work schedule is allowed to be shifted before and after about timings of work start and work finish is input when each work schedule is set in a work plan preparing part, the work schedule is shifted to the optimum timing, a period required for inventory in the factory is shortened thereby compared with the case where the equipments and the materials required in plural works are ordered collectively in the prior art, and the equipment and the materials are allowed to be purchased at low prices using the multi-lot ordering.
