PROBLEM TO BE SOLVED: To provide a piezoelectric ceramic multilayer actuator. SOLUTION: In this piezoelectric ceramic actuator (1), transition regions (11, 11) are connected with an active region (10) to an inert head region (8) and an inert leg region (9), respectively. A contraction and stretch action of the actuator (1) is positioned between that of the active region (10) and that of the inert regions (8, 9), which do not have electrodes.
