PROBLEM TO BE SOLVED: To mediate an operation to a device to be operated so that correct meaning contents can be obtained even when operations that a user wants to perform are different according to the use situation with respect to a certain operation instruction. SOLUTION: An operation instruction dictionary 11 edited and customized according to a user, the situation of the user, the state of an application, and the date of its use is stored in an operation instruction dictionary storing part 10. The user, the situation of the user, the state of the application, and the date of its use are observed and recognized by an observing part 20 so that an observation signal can be obtained. An operation instruction dictionary selecting part 30 selects the corresponding operation instruction dictionary 11 according to the observation signal from the observing part 20. An operation instruction accepting part 40 accepts an operation instruction from the user through an input part 41 by gesture or the like, and an analyzing part 42 analyzes the meaning contents of the gesture operation by using the operation instruction dictionary. A device interface 50 converts the meaning contents into the operation command of a device 60 to be operated, and transmits it.
