PROBLEM TO BE SOLVED: To provide a foothold structure for a manhole or the like, which can simply fit and fix a foothold tool to a concrete structure such as the manhole and is excellent in strength and safe. SOLUTION: Sockets 20 are screwed to insert guides 30 buried in the concrete structure 40 such as the manhole or a revetment, and head sections 7 of a foothold main body 2 having the shape adaptable to the shape of through holes 22 and extension sections 6 integral with the head sections 7 are inserted through the through holes 22 of the sockets 20. The main body head sections 7 and the socket through holes 22 are made perpendicular to each other by the rotation of the sockets 20 so that the head sections 7 are not released from the through holes 22. Nuts 10 screwed to the leg sections 5 of the foothold main body 2 are fastened to the insert guides 30, and the foothold 1 is fitted and fixed to the concrete structure 40 such as the manhole or the revetment.
