PROBLEM TO BE SOLVED: To solve the problem that an existing error correction method cannot perform corrections in many PO corrections in the case where a short burst error occurs randomly and there are many places where errors overlap, and to solve the problem that repeated corrections may be ineffective in this case because many errors remain on an ECC block after the error corrections. SOLUTION: The short burst error is converted into random errors by interleaving data on a PI code for each PI code of a 208-row ECC block and dispersing the errors on the PI codes. Moreover, correction capability against several bytes to several tens bytes of errors generated at random due to a scratch, dust, etc., can be increased without changing a burst error correction length by performing this processing for respective PI codes by using interleave rules which are different as much as possible from one another.
