PROBLEM TO BE SOLVED: To make communication high in speed and low in cost by unnecessitating that by eliminating necessity for the respective companies indivisually pay expensive charge for connection of high speed line. SOLUTION: In a regional area network(RAN) 100, LANs 1a, 1b companies a, b are provided with a plurality of terminals 11a-1 to 5, 11b-1 to 3 and routers 13a, 13b connected by the Ethernet (R) or a radio LAN and for which its access system is used. A storage part 5 includes files for the respective LANs in which the respective pieces of data are stored so that security is secured by respective LANs 1a, 1b. A server 4 manages access to the storage part 5. An RAN router 3 is connected to the routers 13a, 13b by the Ethernet or radio LANs 2a to c, for which its access system is used and on the other hand, connected with an external network 203 by the Ethernet or communication lines 201-1 to 2 other than the radio LAN.
