SOLUTION: Resource performance of the service resource provider is held as credit management data, a combination of specifications on performance demanded by a service user and the provided resource which satisfies the demanded specifications, based on the credit management data, is predicted and computed, a utilization reservation certificate for the resource is issued to the user, and a resource utilization reservation contract is issued to the resource provider for composing a transaction intermediation and arbitrating system for service resources. |
