摘要

PROBLEM TO BE SOLVED: To perform preferential control in the case of best effort data transmission in a radio packet communication system to perform autonomous decentralized access control by the entire system. SOLUTION: A radio base station changes a service class to the one with low priority when quantity of data to be transmitted/received per unit time TS with a radio terminal under command of it continuously exceeds a threshold Rd and changes the service class of transmission/reception with the radio terminal to the one with high priority when the quantity of best effort data to be transmitted/received per unit time TS with the radio terminal set as the service class with low priority continuously becomes under a threshold Ru.
