PROBLEM TO BE SOLVED: To properly achieve cooling ability of a cabin side heat exchanger, and improve cycle efficiency in accordance with situations. SOLUTION: A pressure control valve 8 and a temperature detecting means 12a are provided on the outlet side of an external side heat exchanger 7. A target pressure value of cooling medium on the outlet side of the external side heat exchanger 7 determined based on detected temperature by the temperature detecting means 12a is corrected based on air flow quantity passing the external of the cabin side heat exchanger 3. Opening of a pressure control valve 8 is controlled based on the target pressure value after correction.
