PROBLEM TO BE SOLVED: To suppress the vibration of a steering wheel and noise generated in respective parts caused by the rotational fluctuation of an electric motor. SOLUTION: A stator core 98 of the electric motor 96 having a rotor magnet 100 in a rotary shaft body 43 and an excitation coil 99 are provided in a motor case 97 supported so as to be fixed to a fixed case 14 to be fixed to the structure of a car body. Rubber dampers 101 are interposed between notches 97a and 97b provided in the motor case 97 and notches 102a and 103a provided in the fixed case 14. The rubber damper 101 is supported so as to fix the motor case 97 to the fixed case 14 and elastically deformed in the circumferential direction in accordance with the extent of torque generated by the electric motor 96 to allow the relative rotation of the motor case 97.
