PROBLEM TO BE SOLVED: To reduce a burden for control of a bulletin board in a site side while keeping the high degree of freshness in the bulletin board. SOLUTION: The bulletin board as to desired information out of presribed informations provided from a user terminal through a network and opened publicly on the network is opened by a user in the user terminal. The frequency of writing on the bulletin board is monitored automatically, and the bulletin board is deleted based on the writing requency. The user is able to conduct successive discussion about the desired information thereby by opening the personal bulletin board. The degree of freshness for the bulletin board is maintained high by monitoring the writing frequency, and the burden for the control is reduced in the site side.
