PROBLEM TO BE SOLVED: To enable reception control for every receiver from the side of a local station without increasing the load on the side of the local station. SOLUTION: An EMM individual message including receiver storage information such as a network identifier, a CATV company identifier, a receiver identifier, etc., is created in a center station 1 in response to a creation request of the EMM individual message including the network identifier, the CATV company identifier, the receiver identifier from a CATV station 3 and the message is distributed by including it in a digital broadcast signal. Among pieces of the EMM individual information of the digital broadcasting signal from the center station, the CATV station 3 utilizes only a piece of the EMM individual information to a subscriber of the present station and transmits it to a CATV network 4. A receiver fetches the receiver storage information of the EMM individual message included in the digital broadcasting signal first and after that, enables use of the digital signal when the receiver has the EMM individual message to the present receiver and the receiver storage information of the EMM individual message is the same as the one held by the present receiver.
