PROBLEM TO BE SOLVED: To prevent generation of constraint violation of current density for realize sure shield wiring and therewith process shield wiring in a short time for a recording media with a program for making shield wiring, a program and an LSI thereof. SOLUTION: This device is constituted, so that the shield wiring is made thick or thin so as to satisfy a design rule of current density by calculating a current, which flows in the shield wiring to be supplied, to use the calculation result in the case of connecting to the power at a plurality of points, when processing connection of shield wiring (a first layer, a second layer) surrounding a circumference of an object net of the LSI (for example, clock wiring) to power wiring (the second layer of main power wiring and the first layer of sub-power wiring 1, 2).
