PROBLEM TO BE SOLVED: To recover heat discharged from a rotary kiln and perform an efficient thermal power generating operation. SOLUTION: Several power generating elements for a high temperature are arranged in a thermo-conductive direction at a side surface of a rotary kiln extending from an intermediate position in its longitudinal direction toward its outlet position, and a heat radiation plate is arranged at a heat radiating side of each of the power generating elements for a high temperature.
