PROBLEM TO BE SOLVED: To provide an ozone generator which is easily fabricated and manufactured and is able to efficiently generate ozone. SOLUTION: The ozone generator has a plurality of electroconductive inner plates 11 which are arranged so as to oppose to each other, insulating films 12 each arranged between the inner plates 11, a gaseous raw material flow passage through which air 1 flows and which is formed in the inner plates 11 and the insulating films 12, a cooling water flow passage through which cooling water 3 passes and which is formed in the inner plates 11 and the insulating films 12, and an air supplying pipe 15 and a discharge pipe 16 or the like for circulating air 1 through the gaseous raw material flow passage of the inner plates 11 and the insulating films 12, a cooling water supplying pipe 17 and discharge pipe 18 or the like for circulating cooling water through the cooling water flow passage of the inner plates 11 and the insulating films 12, and a voltage impressing device 19 for impressing a voltage between inner plates 11 neighboring through each insulating film 12.
