PROBLEM TO BE SOLVED: To provide a small-sized and inexpensive rotating speed reducer having high reduction ratio and free from a backlash. SOLUTION: Plural cylindrical coil rollers 4 are arranged on an outer peripheral face of a rotating shaft 1 at equal intervals by retainers 5, a thin pipe 2 is closely abutted on an outer periphery of the cylindrical coil rollers in a state of being radially elastically deformed, further a thick pipe 3 having an inner peripheral length slightly longer than an outer peripheral length of the thin pipe is press-fitted to the outside of the thin pipe, and the elastic deformation of both end parts of the thin pipe 2 are reduced to correct an axial position of the cylindrical coil rollers 4.
