PROBLEM TO BE SOLVED: To provide a call reception controller that devises an observation method of a transmission power level, so as to accept a call without losing communication quality as far as possible, and to provide a base station. SOLUTION: The call reception controller, that conducts call reception control on the basis of a transmission power level, is provided with a call reception deciding means that decides call reception decision to the call, on the basis of a predetermined criterion, when a new call arrives during providing a service to users in order to solve the task above. |
