PROBLEM TO BE SOLVED: To provide a method for deciding a route between a master unit and a slave unit, where the master unit with the electric field strength as high as possible is used for a main route in the communication from respective slave units. SOLUTION: In the case of newly installing a slave unit, even if existing sub routes are set and registered, a newly installed main route is set with higher priority and registered by taking precedence of the route over them. That is, the existing sub routes are eliminated and the main route for the newly installed slave unit is set to the master unit, from which the existing sub routes are eliminated in place of the eliminated sub routes.
