When a new channel allocation request is issued, channel allocation circuit 206 references precedence table 207, checks whether a new channel can be allocated to a slot in which the last call termination occurred as a free slot candidate or not and if the slot is free, channel allocation circuit 206 allocates the new channel. When the new channel could not be allocated to the free slot candidate selected above, channel allocation circuit 206 selects free slot candidates in ascending order of time differences between the time at which the table was referenced and times at which call terminations occurred and checks whether channels can be allocated or not. This makes it possible to promote channel segregation and perform efficient channel searching.
