PROBLEM TO BE SOLVED: To provide a picture information transmission system capable of easily registering user terminal information such as the IP address of a user terminal device. SOLUTION: A PC broadcasts a search packet onto a network (ST505), and waits for its response (ST506). A network scanner receives the search packet and decides whether or not a group name is supposed to be responded (ST507). When the group name is decided to be supposed to be responded, the network scanner returns a search response packet to the PC (ST509). When the PC receives the search response packet, the PC transmits a registration packet to the network scanner. When the network scanner receives the registration packet, the network scanner extracts the user terminal information from the registration packet (ST511) and registers the user terminal information in an address book data (ST512). The network scanner subsequently transmits a registration response packet to the PC (ST513).
