PROBLEM TO BE SOLVED: To make it possible to display character information such as emergency information together with video information on a reception side even without expanding/decoding a digital video signal which is previously compressed/encoded with high efficiency on a transmission side and is to be transmitted to the reception side. SOLUTION: In a transmitter, a multiplex device 110 multiplexes a digital information signal, which is generated by an information stream generation device 107, to which priority information on N stages is added and which shows a character with the digital video signal and a digital audio signal. The transmitter transmits the resulting signal to the receiver. The receiver determines whether characters expressed by the digital information signals are to be displayed or not based on priority information added to the digital information signal, and displays the characters expressed by the digital information signal together with videos expressed by the digital video signal when the character is decided to be displayed.
