PROBLEM TO BE SOLVED: To provide an inexpensive ATM-PON system which precisely monitors traffic from a user. SOLUTION: In the ATM-PON system 6 which is arranged between the user 8 and a network 7 and connects a plurality of ONT 1 storing the user to OLT 2 via a star coupler 3, a shaper 5 removing the cell delay fluctuation of a cell received from the user is arranged before a UPC circuit 4 checking whether a transmission band from the user exceeds a contract band or not.
