PROBLEM TO BE SOLVED: To confidentially inform a public key only to specified opposite parties. SOLUTION: A communication terminal 3-2 generates a pair of public key KEYp and a secret key KEYs (Sa5), buries the public key KEYp into MIDI data MD by an electronic watermark and generates public key MIDI data MD' (Sa6). The communication terminal 3-2 up-loads home page data including public key MIDI data MD' on a server 1 (Sa8). The user of the communication terminal 3-2 informs the user of a communication terminal 3-1 of information such as home page data (Sa9). The communication terminal 3-1 sets a secret table Ts based on notified information (Sa10). The communication terminal 3-1 accesses home page data based on a secret table Ts and obtains the public key KEYp.
