PROBLEM TO BE SOLVED: To enhance decorativeness by emitting light in a dark place while protecting the surface of a part body. SOLUTION: A light transmitting decorative film 13 formed of colored resin of a light color or the like is provided on the upper face of a band body 12 formed of a luminous resin. Even with the decorative film 13 provided on the surface of the band body 12, since the decorative film has light transmitting property, the band body 12 can absorb external light through the decorative film 13 in a bright place and store it as light energy. In a dark place, light can be emitted through the decorative film 13 by the light energy stored by the band body 12, so that the band body 12 can shine in the dark place. Particularly, since the decorative film 13 provided on the upper face of the band body 12 is formed of the colored resin of the light color or the like, the upper face of the band body 12 can be decorated in color with the decorative film 13. Decorativeness can thereby be enhanced, and the upper face of the band body 12 can be protected by the decorative film 13.
