PROBLEM TO BE SOLVED: To provide a structure designed to improve efficiency and safety at filling and discharge of contents for a flexible container which is used for disposal of industrial wastes, collection, assortment, transportation and storage of matters to be recycled with improvement and activation of efficiency in distribution being taken into consideration. SOLUTION: The flexible container 1 used for disposal of industrial wastes, collection, assortment, transportation and storage of matters to be recycled is in a structure wherein an opening 2 for a double purpose of putting-in and discharge in a turned-down position of contents is provided at the upside of a bag main body 3 so as not to disturb works for putting-in and discharge while being opened full with an upper lid 6 available for filling of the contents and preventive for falling-off and scattering of the contents after filling provided, turning-over belts 8 are arranged in a cross in the form of X at the bottom 4 of the bag body and stitched up with reinforcement cloths 9 and belts 10 applied, and a hook 7 for turning-over and discharge is attached to the center of the turning-over belts.
