PROBLEM TO BE SOLVED: To provide a developing device and an image forming device in which the bearing part of a paddle or an auger is provided with a groove for preventing toner clogging. SOLUTION: The bearing 42 is provided with the groove which is so large that the free rotation of the paddle 41 is not disturbed. Even in timing that the paddle 41 stuffs a gap between the paddle 41 and the bearing 42 with toner T, the toner T goes out to the outside of the gap from the groove, and the toner clogging does not occur.
