PROBLEM TO BE SOLVED: To provide a heating device and a heating control method in which its starting-up performance is improved by adjusting a circulating flow rate of thermal medium at a heating load and a high convenient control is realized. SOLUTION: A circulating flow rate at a heating load is adjusted in a stepwise manner or continuously to perform a temperature control over a heating load under an arrangement comprised of a heating load (a low temperature requiring terminal 4 and a high temperature requiring terminal 6) releasing heat from thermal medium (hot water) heated by a heating means (a burner 8 and a heat exchanger 18) and a circulating pump (22) for circulating the thermal medium to the heating load or the like, and its starting-up performance is improved to realize a high convenient heating and its control.
