PROBLEM TO BE SOLVED: To provide a piezoelectric speed governor that can eliminate the influence of the external magnetic field, prevent a lowering of speed governing accuracy and reduce frictional loss while facilitating miniaturization. SOLUTION: This piezoelectric speed governor 50 is provided with a piezoelectric element 30 arranged on a transmission path of mechanical energy, and a control device 52 for controlling the piezoelectric element 30 to change the spring constant of the piezoelectric element 30 to thereby control motion based on the mechanical energy. With the speed governor 50 using the piezoelectric element 30, the influence of the external magnetic field can be eliminated, and fine speed governing control can be attained by adjusting the spring constant according to the moving state, so that speed governing of high accuracy can be performed. Moreover, since a coil and a magnet are dispensed with, miniaturization is easy, and frictional loss can be reduced. The piezoelectric speed governor is thereby excellent particularly as a speed governor for a timepiece.
